When in Rome , do as the Romans do.

( Proverb ) 

Meaning : It is advisable to follow the conventions of the area in which you are residing or visiting.

It signifies the benefits of following of local customs and traditions to strangers in a foreign land. This expression is commonly used in everyday situations where following the status quo seems like the best idea. 

An example to this is ‘ Giving tip ‘ , in some countries tipping is common to express an appreciation to a good service rendered.An appropriate tip at a restaurant is 15% of the bill, and higher for better service.It is also recommended that you tip for barbers and beauticians, pet groomers, taxi drivers and porters, delivery people who deliver fast food to your home or place of work, hotel staff who clean your room, etc. 

But , it does not generally mean that people are obligated to do so. People are not obligated to follow culture.
